Authoritative Interpretation 丨 Export to Korea Please note that the KC regulations have important updates in September!

Recently, the update details of the Korean lithium battery certification standard KC 62133: 2019 version finally settled. So, what is the difference between the 2019 KC 62133 and the previous version? How to apply? And a series of questions that come with it, AGC experts answer you one by one!

According to the regulations, the new version of KC 62133:2019 will be officially implemented on September 6, 2019. At that time, the Korean issuing authority (KTC/KTL/KTR) can only issue the KC certificate of KC 62133:2019 and will no longer accept it. The 2015 version of the certificate application.

New and old version differences

1. What are the main differences between KC 62133:2015 and KC 62133:2019?

Application: Applying for the 2019 version of the KC certificate requires confirmation of the end product of the lithium battery before the application, and there is no such step when applying for the 2015 version of the KC certificate.

Test: If the end products of lithium batteries are mobile phones, tablets and laptops, the 2019 version requires the following three tests:

Vibration test (battery pack): This test can refer to the sixth edition of the UN38.3 report.

Mechanical shock test (battery pack): This test can refer to the sixth edition of the UN38.8 report.

Overcharge test (cell): This test can refer to the UL1642 abnormal charge test

Note: For lithium batteries in other portable devices, as before, there is no need to add the above three tests.

CB standard

1. Should CB transfer be used, should IEC 62133: 012 or IEC 62133: 2017 be used?

According to the latest notice, only CB of IEC 62133:2012 version is still accepted to apply for KC, and IEC 62133:2017 version is not accepted.

2. When using the 2012 version of CB to apply for KC 62133:2019, what should be paid special attention?

For lithium batteries used in mobile phones, tablets and laptops, there is a need to increase Korean bias in CB (KR_ND_IEC62133C); for lithium batteries used in other portable devices, this is not required in CB.

Test standard: KC 62133:2015

Corresponding IEC standard: IEC62133:2012

Test standard: KC 62133: 2019

Corresponding IEC standard: IEC 62133:2012+KOREA ND (ie 2012 version CB+Korean deviation)

Note: This Korean deviation KOREA ND is for lithium batteries used in mobile phones, tablets and laptops.

Certificate update

1. Has the 2015 version of the KC certificate that has been issued expired?

will not. The KC certificate of KC 62133:2015 that has been issued will remain valid unless the holder voluntarily cancels or is forcibly cancelled by the Korean issuing authority.

2. If the existing KC certificate is the 2015 version, will it be forced to upgrade to the 2019 version after September 6?

If there is no change in the product and the information of the original certificate has not changed, you do not need to upgrade to the 2019 version of KC; however, if you submit the KC report application, you need to upgrade the standard.

3. Is the KC certificate after applying for KC report being 2015 or 2019?

Older versions of KC certificates, once reported, need to be upgraded to the latest standards.

If it is an old KC certificate for lithium batteries used in mobile phones, tablets and laptops, once the product changes, KC technology changes are required, and the vibration test, mechanical shock test, and battery overcharge test must be added. After testing the content, it can be upgraded to KC 62133:2019; if it belongs to CB-KC transfer project, ie MOU project, you need to add Korean bias in CB, and then use CB after report to upgrade to KC 62133:2019.

Certificate application

1. KC 62133:2019 will only be implemented next month. Can you apply now?

Yes. Now you can apply for the 2019 version of the KC certificate.

2. If you want to apply for the 2019 version of the KC certificate, how long does it take for the issuance cycle?

If you are using CB transfer, you can get the KC certificate within two weeks after the information is complete.

Attachment: Implementation Notes for KC 62133:2019

At present, although the draft standard of KC62133-2:2019 has been established, at the same time, because the relevant departments of the Korean government are actively promoting the laws and regulations of the energy storage battery ESS, it is not excluded that the implementation of the standard will be postponed.

AGC maintains a good cooperative relationship with KC certification agencies in Korea. Once the KC regulations for implementing energy storage batteries ESS are updated, we will release them immediately to assist customers in preparing for the pre-certification and responding to the new standards of lithium batteries in Korea. The requirements have helped the smooth export of corporate products to the Korean market.
