    CEC is the abbreviation of California Energy Commission, Since 1976, the Appliance Efficiency Regulation carried out by this Group, is the only mandatory energy Efficiency regulations that can affect the non-governmental consumer behavior in the United States, which played an important role in reducing energy consumption Regulations require a minimum energy efficiency standards for the 21 class electrical products, and regularly updated, to review and incorporated into the new technology and method of energy efficiency, The newest version is (CEC-400-2012-019) In the beginning of 2012, CEC had passed the new energy efficiency requirement of battery charging system (BCS), this requirement has been launched in February 2013 and almost covers all the battery charging system, including mobile phones, bluetooth headset, bluetooth speakers, tablets and laptops, electric tools, personal care appliances, UPS and off-road vehicles, involving nickel metal hydride, nickel cadmium, lithium batteries, lead-acid batteries and other chemical types of battery systems According to the regulations, the electrical products must be tested by lab according to the corresponding standard of qualification, prove to meet the requirements, then can be sold in California . AGC had been authorized by CED since 14th January, 2013, the Qualification can be checked on the following website: http://www.energy.ca.gov/appliances/forms/index.html。 Involed products are as following: Product Name Detection Method Consumer Audio & Video  IEC 62087:2002 External Power supply  US EPA test method dated 2004-08-11 Small battery charge system  10 CFR 430.23 (aa) – Appendix Y to Subpart B DoE DOE is the energy efficiency requirements of U.S. department of energy to the scope of the managed product , related products must meet the federal government regulations (10 CFR 430) requirement, before selling to the market, the product must be registered in the DOE. For the external power supply, should achieve the minimum level of energy efficiency level IV, and clearly marked on the product Standard: Code of Federal Regulations: 10CFR429 and 10CFR430. 10CFR429 ruled the sample selecting standard and reports standard; 10CFR430 ruled the test method and Declaration of Conformance standard AGC had passed the audit by DOE, and had been the authorized Lab of DOE, can help clients finish all the process including testing, submission, registration. GEMS/MEPS GEMS are the compulsory certification of electrical and electronic products for Australia and New Zealand market. Covers the previous main policy tools: mandatory minimum energy performance (MEPS) and energy efficiency labels (ERLS), the equipment energy efficiency program (E3); And the energy efficiency to reduce greenhouse gas emissions and enhance energy efficiency, guidance to the enterprises and consumers Since 1st October, 2013, MEPS will be not accepted, all the regulated product must be certified by GEMS, then can be sold in the market. For the registration of GEMS regulation, Appliance can not select a state registration at random, need to be registered unify in Australian regulator.   • HAC testing
    Summary HAC is short for Hearing Aid Compatibility. HAC measures mobile phones and hearing aids electromagnetic compatibility, and is divided into two parts (RF and T – coil) and two immunity levels (neighbor compatibility and user compatibility). Mobile phones and hearing aids in the course of using can produce interference between each other; therefore Federal Communications Commission (FCC) requests to test mobile phones and hearing aids electromagnetic compatibility, and grades the risk of interference: T1 - T4, M1 - M4. National bureau of standards (ANSI) adopts ANSI standard C63.19. According to the regulation of Federal Communications Commission (FCC), mobile phones must conform to HAC compatibility (M3-4 and T3-4). HAC Test: 1. RF: RF-E frequency electric field, RF-H frequency magnetic field Near field of electric and magnetic field emitted by E and H field miniature probe mobile phone. When a digital mobile phone is close to a hearing aid, antenna digital pulse of the digital mobile phone will be interrupted by the hearing aid microphone and inductive pickup coil, which affects the function of the hearing aid.  2. T-coil part: the magnetic field of ABM1 sound signal and noise test the magnetic field emitted by a probe mobile phone with T coil. A digital mobile phone close to a hearing aid causes feedback. If all-digital hearing aids with antireaction, the acoustic interference can be eliminated.  The newly bought HAC test equipment of AGC is with the best performance in the market and meets the highest requirements of HAC test standards. AGC is one of the three labs equipped with HAC test equipment in Shenzhen. Otherwise AGC can provide one-stop service of test and certificate application of RF, SAR and HAC. Certification cycle is shorter than that of other labs which can do SAR or HAC. Customers no longer are upset for shipment because of cycle.     License Agreement The Bluetooth® Compliance Program includes the process members complete to demonstrate and declare the products they build, brand or otherwise represent as their own comply with the requirements of the Bluetooth® license agreements. The two licensing agreements are:  Bluetooth® Patent & Copyright License Agreement — a reciprocal license between each Bluetooth SIG Member to the intellectual property that each member owns  Bluetooth® Trademark License Agreement — a license between the Bluetooth SIG (owner of the Bluetooth® trademark) and each member authorizing use of the Bluetooth® trademarks Bluetooth Mark Bluetooth SIG encourages member companies to review the conditions of the license agreements and consult their legal counsel with any questions regarding the applicable requirements. If a company wants to use the Bluetooth® trademarks, the company must complete the Bluetooth® Compliance Program.   • Bluetooth Qualification Process
    Qualifications Process The Bluetooth® Qualification Process refers to the qualification of a specific design of Bluetooth® wireless technology by an individual Member. The design applies and is limited to those specific portions of a product implementing and being compliant with a Bluetooth® Specification, as declared in the Implementation Conformance Statement (“ICS”). A qualified design of Bluetooth® wireless technology shall meet all Bluetooth® Qualification Requirements on an implementation (i.e. a product) of that design.  Bluetooth® Qualification shall refer to a specific version of the Bluetooth® Specification and to all Bluetooth® Qualification Requirements pertaining to such version.  Qualifications Requirements Bluetooth® Qualification Requirements comprises of the following:  - Testing  - Documentation  - Document Filing  - Assessment  - Supplier Declaration of Conformity (SDoC)  - Compliance to Auditing and Enforcement  The Bluetooth SIG assesses an administrative fee on completion of this process (known as the Declaration fee) to cover the costs of operating the compliance program and providing other important member tools. The fee is USD 4,000 per declaration for Associate and Promoter members and USD 8,000 per declaration for Adopter members. Note: there are instances where members may list multiple products under one declaration if these products implements same Qualified Design(s).   • Bluetooth Enforcement Program
    Enforcement Policy Members not completing the compliance program requirements or misusing the Bluetooth® trademarks for the products they build, brand or otherwise represent as their own, are subject to enforcement action. Effective 5 August 2014, the Board of Directors of Bluetooth SIG Inc. updated the Bluetooth SIG's trademark license enforcement policy.  The Enforcement Program consists of market surveillance, listing audits and compliance folder audits. All members are subject to Enforcement Program activities.  The scope of market surveillance covers all products containing Bluetooth® wireless technology. If the Bluetooth SIG is unable to verify a product’s compliance to the Compliance Program requirements using the listing and documentation database, the company will be notified of their potential non-compliance.  It is important to note that customs officials use the Bluetooth SIG’s online listing database to verify a product’s compliance to the license agreements. If customs is unable verify a product’s compliance to the Bluetooth SIG’s requirements, the product may be seized and held until the requirements have been satisfied or destroyed if left unresolved.  Process Enforcement Escalation Process
