Overview

Summary

The EU RoHS DIRECTIVE on the restriction of the use of certain hazardous substances in electrical and electronic equipment aims to reduce the risk of environment and health caused by the harmful substances of the electrical and electronic equipment (EEE). The Directive was implemented on 1.July, 2006,It is mainly used to regulate the material and technology standard of the electronic and electrical products, which is more beneficial to human health and environmental protection. The purpose of this standard is to eliminate thePb、Hg、Cr(VI)、PBBs and PBDEs

RoHS 2.0 
RoHS 2.0(2011/65/EU)came into force on 21 July, 2011, and come into effect from 3 Jan, 2013 (2002/95/EC was repealed on the same day). RoHS 2.0 covers 11 categories. Member States shall ensure that EEE placed on the market, including cables and spare parts for its repair, its reuse, updating of its functionalities or upgrading of its capacity, must comply with RoHS 2.0.The definition of homogeneous materials was defined in RoHS 2.0. RoHS 2.0 provided the responsibilities and obligations of manufacturers, authorized representatives, importers, and distributors. Manufacturers draw up the required technical documentation and carry out the internal production control procedure in line with module A of Annex II to Decision No 768/2008/EC or have it carried out; Manufacturers need to provide the declaration of conformity, the products can be affixed CE marking in terminal products when comply to RoHS 2.0 .


Manufacturers keep the technical documentation and the EU declaration of conformity for 10 years after the EEE has been placed on the market. RoHS 2.0 involves 40 exemptions, and the exemptions list will continue to be updated.

China RoHS
《Measures for Administration on the Control of Pollution Caused by Electronic Information Products》 (Implementation date: March 1 2007)
《Measures for Administration on the Control of Pollution Caused by Electronic Information Products》(hereafter referred as Measures for Administration)was issued by State 7 Ministries and Commissions. The toxic and hazardous substances or elements of electronic information products in the process of design, production and sale shall comply with the national standards or industry standards. The enterprise must mark with the toxic and hazardous substances or elements, mark environmental protection usage time limit on electronic information products.

The Administrative Measures taken "two-step" approach, the first step, from the effective date of the Administrative Measures, the electronic information products approaching market should disclose environmental information by the self-declaration. The implemented standards with the Measures for Administration contains: SJ/T 11363-2006《Requirements for concentration limits for certain hazardous substances in electronic information products》(replaced by GB/T 26572-2011 ), SJ/T 11364-2006《Marking for control of pollution caused by electronic information products》and SJ/T 11365-2006 《Testing methods for hazardous substances in electronic information products》(replaced by GB/T 26125-2011/IEC 62321:2008). SJ/T 11363-2006 provides the concentration of Lead(Pb) ,Mercury(Hg),Hexavalent Chromium(Cr(VI)), Polybrominated Biphenyls (PBB), Polybrominated Diphenyl Ethers (PBDE)  of each testing unit can’t exceed 1000ppm respectively, the concentration of Cadmium(Cd) can’t exceed 100ppm. According to the SJ/T 11364-2006, the poisonous and harmful substances or elements should label "○",if their concentrations don’t exceed the limits of SJ/T 11363-2006 or contain; The poisonous and harmful substances or elements should label "x", if their concentrations exceed the limits of SJ/T 11363-2006, as follows:

The “○” indicates that the percentage content of the substance to be calculated is not exceeding the limits of SJ/T 11363-2006.
The “x” indicates that the percentage content of the substance to be calculated is exceeding the limits of SJ/T 11363-2006.

If the products don’t contain the poisonous and harmful substances, please mark “○”, mark green logo; otherwise, mark orange logo, provide the name and content of the poisonous and harmful material in the product specification.

The second step, the products of《master catalog of the electronic information products pollution control》shall be supervised strictly. The poisonous and harmful material must be replaced or comply with the limits, then the products can come into the market after compulsory certification (3C certification).

China ROHS Voluntary Certification
《Government Recommended Implementation Rules for the Electronic Information Products Pollution Control Voluntary Certification》, for short China ROHS Voluntary Certification (Implementation date: Nov 1 2011)
《Government Recommended Implementation Rules for the Electronic Information Products Pollution Control Voluntary Certification》issued by CNCA and MIIT has been implemented on Nov 1 2011. In order to implement China ROHS Voluntary Certification, GB/T 26572-2011 and GB/T 26125-2011/IEC 62321:2008 were established. China ROHS Voluntary Certification adopt uniform product catalogue, the technical specifications, the certification rules, conformity assessment procedures and marking etc, applying to complete appliances、sub-assemblies、parts and components、materials etc. The C-RoHS marking can be affixed on the product after certification, and the applicant can obtain the C-RoHS Certificate.

USA RoHS

California RoHS Coercive Acts SB 20 / SB 50 (Implementation date: on January 1, 2007)
California enacted “Electronic Waste Recycling Act”(SB 20/50) to restrict some hazardous substances of electronic equipment. The Act came into effect on January 1, 2007.The electronic equipment manufactured after Jan 1,2007 shall not be placed on the market,if the contents of Lead, cadmium, mercury and hexavalent chromium exceed the limits of RoHS.

America RoHS HR 2420(EDEE)(Implementation date: on January 1, 2008)
HR 2420 (Environmental Design of Electrical Equipment Act (EDEE)) was proposed by Texas representative Michael Burgess on May 14, 2009, to amend the Toxic Substances Control Act of 1976 to ensure a uniform Federal scheme of regulation of restrictions in the use of certain substances in electrical products and equipment in interstate and foreign commerce, and for other purposes. EDEE will ensure a uniform Federal scheme of regulation of restrictions in the use of certain substances in electrical products and equipment in the United States. No electroindustry product shall be manufactured after July 1, 2010, that contains a concentration value greater than 0.1 percent by weight of lead, mercury, hexavalent chromium, polybrominated biphenyls (PBB), and polybrominated diphenyl ethers (PBDE) as measured in any homogeneous material contained in the electroindustry product, or a concentration value greater than 0.01 percent of cadmium as measured in any homogeneous material contained in the electroindustry product.

KOREA RoHS(Implementation date: on January 1, 2008)
The Act for Resource Recycling of Electrical/Electronic Products and Automobiles was issued on 2 April ,2007 by KOREA, carried out on 1 Jan, 2008. The scope of the Act contains all electrical and electronic equipment and vehicles. The limits of the six restricted substances on the KOREA RoHS comply with EU RoHS. Manufacturers should declare the restricted substances comply with the limit values on the company's website within one month since the products came into the market or imported.

Japan RoHS JIS C 0950(Implementation date: on July 1, 2006)
《The marking for presence of the specific chemical substances for electrical and electronic equipment》(J-MOSS).The Act controls six hazardous substances. Marking the products according to JIS C 0950:2008. The product can mark green “G” if the contents of the six hazardous substances comply with EU RoHS or contained the exempt items. The product must mark orange “R” if any restricted substance does not comply with the standard, marking the name exceeding the limit below or on the left of the marking.
